This is a video format used for the animated books and probably has no relations to IBM. It is yet another container wrapping around FLI chunks and audio.

File structure:

 4 bytes - "IBM "
 4 bytes - always zero?
 2 bytes - always 24?
 2 bytes - number of frames
 4 bytes - FLIC chunks start
 1024 bytes - BGRA palette
 512*384 bytes - uncompressed first frame data
 N*68 bytes - some per-frame data
 M bytes - FLIC chunks
 S bytes - audio data

Audio data is split into logical blocks starting with 0x00010001 32-bit number (and 8 more bytes of the header), each containing one or more several audio chunks starting with 32-bit size. Audio is usually 22.05kHz 8-bit PCM.
