In the CuSeeMe DigiTalk implementation, the codec operates at 8000 kHz, 8.6 kbit/sec, mono. Audio is framed at 208 samples (26ms) and each frame is 28 bytes (224 bits). There are 11 global parameters. Each frame is made up of 4 subframes. Each subframe has 7 parameters.

The comp.speech FAQ (19-Mar-1996) claims the Rockwell DigiTalk codec operates at 223 bits per frame.
