This is a format used in Pole Position: Formel 1 Teamchef by Ascaron Entertainment.
Frame header:
4 bytes - "ANI\x09" 4 bytes - width 4 bytes - height 4 bytes - ? 4 bytes - audio rate 4 bytes - audio frame size 4 bytes - frame size (should be width * height) 4 bytes - number of frames 4 bytes - number of audio frames? 4 bytes - ? 4 bytes - ? 4 bytes - ?
Frame data consists of LZSS-compressed audio data followed by LZSS-compressed image data and 16-bit palette marker signalling whether LZSS-compressed palette (1-byte flag plus 768 bytes of actual palette data) follows.
