TCP-Mustang is a revised congestion control system for TCP developed by nuMetra, Inc. It allows Internet Service Providers (ISPs) to secure their network's best-effort capacity from other competing TCP control systems that may attempt to exploit TCP-Reno and Passive Queue ("Tail-Drop") Management. Since TCP-Reno can be readily exploited by competing control systems, TCP-Mustang uses a corresponding Active Queue Management (AQM) component known as AQM-Mustang. By working in combination, TCP and AQM Mustang enable ISPs to secure the best-effort capacity of their networks while implementing mediation policies that allow them to control how bandwidth is allocated to existing best effort protocols as well as new multimedia protocols such as ISTP.
