TCP-Mustang is a revised congestion control system for TCP developed by nuMetra, Inc and used as the mediation protocol on the InterStream media grid. It allows Internet Service Providers (ISPs) to secure their network's best-effort capacity from other competing TCP control systems that may attempt to exploit TCP-Reno and Passive ("Drop-Tail") Queue Management. Since TCP-Reno can be readily exploited by competing control systems, TCP-Mustang uses a corresponding Active Queue Management (AQM) component known as AQM-Mustang to secure the best-effort capacity of their network against bandwidth theft. By working in combination, TCP- and AQM-Mustang enable ISPs to secure their capacity and implement mediation policies that allow them to control how bandwidth is allocated to existing best effort applications as well as new multimedia protocols such as ISTP.
