GSM 06.10 is a GSM vocoder standard that also occurs in some multimedia files. Also see Microsoft GSM.
Format: Each frame consists of 33 bytes, in a little-endian bitstream.
Bitstream layout:
4 bits: magic 0xd, 2 x 6 bits, 2 x 5 bits, 2 x 4 bits, 2 x 3 bits
4 x coefficients ( 7 bits, 2 bits, 2 bits, 6 bits, 13 x 3 bits )
