This is a simple screen capture codec. The screen is divided in to x*16 * y*16 large pixel blocks. Then only the "changed since last frame" blocks are transmitted zlib compressed. The video is contained in Flash flv files. It has mostly been replaced with the vp6 codec when flash8 was released.
